1 dead after motorcycle crash on Southeast 82nd Avenue

PORTLAND, Ore. — The Portland Police Bureau (PPB) shut down Southeast 82nd Avenue, north of Foster Road, on June 14 after a fatal crash, which marks the 30th so far this year in Portland.

Officers responded at 12:40 p.m. to reports of a crash involving a vehicle and a motorcycle near Southeast 82nd and Mitchell Street. They arrived to find the motorcycle rider dead at the scene. He has been identified as Devin M. Ratliff, 40, of Portland.

According to PPB, the Traffic Investigations Unit determined that Ratliff was driving a 2023 Harley-Davidson Softail south on Southeast 82nd Avenue "at a high rate of speed." The driver of a 2020 Honda CRV was heading east on Southeast Mithcell street from a stop sign when Ratliff struck the driver's side. 

Speed of the motorcyclist was determined to be a factor in the crash, and no arrests have been made, PPB said. 

The driver of the other vehicle remained at the scene and cooperated with investigators, PPB said. The Portland Police Traffic Division Major Crash Team responded to take over the scene.

Southeast 82nd was closed between Raymond Street and Foster Road for the duration of the investigation. It reopened around 5:30 p.m.

Portland police said at the time that the crash marked the 27th traffic-related fatality in the city so far this year, and the seventh involving a motorcycle rider. It was the fourth traffic death in a 17-hour period.

The eastbound lanes of Interstate 84 were shut down Friday morning due to another fatal crash, this one reportedly involving a pedestrian.

Thus far, the city is nearly on pace with last year's record-high traffic deaths, which were the highest in at least three decades. PPB said that there were 28 traffic deaths by this time in 2023.
