The Multnomah County District Attorney's Office determined that it could not proceed with criminal charges against Friedow.

The crash occurred near Southeast Cesar E. Chavez Boulevard and Gladstone Street just after noon on May 27, 2015.

Friedow, who was driving a tow truck, remained at the scene and cooperated with the investigation.

Investigators determined Angeles was riding his bike west on Southeast Gladstone Street, approaching the intersection with Cesar E. Chavez Boulevard.

Friedow, towing another vehicle, was facing east and waiting turn left to head north on Cesar E. Chavez Boulevard. She began turning left when Angeles collided with the passenger side of the tow truck, investigators determined.

Angeles had graduated from Reed College a week before the crash.
