Portland man, 21, drowns at High Rocks Park in Gladstone

The Clackamas County Sheriff’s Office is warning people to use extreme caution in or around local waterways after a 21-year-old man drowned Sunday afternoon at High Rocks Park.

GLADSTONE, Ore. – The Clackamas County Sheriff’s Office is warning people to use extreme caution in or around local waterways after a 21-year-old man drowned Sunday afternoon at High Rocks Park.

People called for help when they saw Jeffrey Fleshler, of Southwest Portland, struggling in the Clackamas River. At 4:17 p.m., the sheriff’s office responded to the call, along with the Gladstone Police Department and the Oregon City Police Department.

First responders were at the scene in minutes, but could not find Fleshler. The Marine Unit and Dive Rescue Unit searched for almost two hours and finally found his body near the spot where he was last seen above water.

A Gladstone Fire spokesperson said Fleshler and a friend were holding onto a log in the river when his hands slipped and he went under the water. He resurfaced once, but went under again and did not resurface.

Fire officials believe Fleshler lost his strength due to the cold river, which is about 48 degrees, according to the United States Geological Survey.

Fleshler was a graduate of Wilson High School. He went by his middle name, which was "Yefim."

His family released the following statement:

"Yefim was an extremely loving and caring friend to many, as well as a beloved brother and son. He will be missed by so, so many people and will be held high in our hearts forever. Please hold your loved ones close and be safe while having fun."

Fleshler's death on April 3 was the earliest reported drowning in Oregon and Southwest Washington since 2006.

Deputies said as the weather gets hotter, more people will want to go swimming, and all should remember that life jackets save lives.
