Police arrest driver after crash that killed passenger in North Portland

The driver faces multiple charges including negligent homicide. Investigators believe that speed and impairment were factors in the crash.

PORTLAND, Oregon — Police have arrested the driver of a vehicle involved in a crashed that killed one person in North Portland early Sunday morning. They have also identified the person who died.

Officers responded to the crash at 1:00 a.m. near the intersection of North Columbia Boulevard and North Oregonian Avenue. When the officers arrived, they found only a single vehicle involved in the crash. Despite first responders providing medical aid, a passenger in the vehicle died. On Tuesday, Portland police identified the passenger on Tuesday as 18-year-old McKenzie Libro.

Portland police didn't initially provide any information about the driver of the vehicle. On Tuesday, they said the driver, 18-year-old Eleice Muldoon, was arrested and booked into the Multnomah County Detention Center. Muldoon faces multiple charges including negligent homicide, manslaughter in the second degree and DUII.

Investigators believe that speed and impairment were factors in the crash, Portland police said.

There were four deadly crashed over the holiday, according to Portland police, and a total of 71 traffic-related deadly crashes in the city so far this year. That's compared to 63 fatal crashes in 2022, which tied with the previous year's three-decade high.
