PORTLAND, Ore. — Officers arrested a third suspect on Monday in an investigation into prostitution and human trafficking at a massage business in Lake Oswego," police said.
Detectives have arrested 46-year-old Zewu Hu at his home in Portland on charges of promoting prostitution. He is in custody at at the Clackamas County Jail.
Late last month, Lake Oswego Police Department (LOPD) detectives investigating prostitution at Flora Spa on Boones Ferry Road found evidence of human trafficking. Two suspects, Xiaoping Chen and Lihua Lin Kelsey, were charged with crimes, including promoting prostitution.
The investigation is a part of a multi-jurisdictional trafficking operation with suspects in multiple states, according to the city of Lake Oswego.
LOPD detectives worked with several other law enforcement agencies and said that sex trafficking networks such as this commonly exploit women from other countries and use front businesses to disguise prostitution.
At least 10 women have been identified by detectives to be believed victims of human sex trafficking lured to work at the spa. LOPD detectives also worked with advocacy groups to provide those victims with needed resources.
