SALEM, Ore. — Marion County Sheriff's Office (MCSO) found a man shot dead in his vehicle around 1:30 a.m. on Jan. 23.
Salem police identified the man as 23-year-old Jesus Ramos-Torres. On Thursday, the suspect, Ismael Ventura-Arellano, 21, was arraigned and charged with second-degree murder and felon in possession of a firearm.
On Jan. 23., officers responded to reports of gunfire near 1100 Cordon Road Southeast early in the morning and came upon a vehicle blocking the roadway, where they found Ramos-Torres dead inside the vehicle from a gunshot wound.
MCSO closed a section of Cordon Road for approximately six hours while investigating.
Leticia Ramos, the older sister of Ramos-Torres, said he had just turned 23, the day before he was killed.
"So, it's ... it's very tough," she said. "They're destroyed. My mom is having a very hard time, especially because he was living with them."
Ramos described her brother as a kind and caring person who loved his family and would help anybody out. She said, "He was very kind, very sweet, always caring about everyone who he met."
