Drugs, firearms, stolen vehicles seized, 8 people arrested in Portland during yearlong investigation

The Portland Police Bureau, Federal Bureau of Investigation and Multnomah County Sheriff's Office worked together on the investigation over the past year.

PORTLAND, Ore. — A yearlong investigation by multiple law enforcement agencies resulted in the arrests of eight people, the seizure of 31 firearms, a large amount of drugs — including fentanyl, methamphetamine, heroin and cocaine — three stolen vehicles and about $10,000 in cash, the Portland Police Bureau (PPB) reported Tuesday.

The investigation resulted in the execution of two separate search warrants, one in June and the second this month.

PPB said it received multiple complaints that drugs were being sold out of a home in the area of Northeast Halsey Street and 141st Avenue. On June 5, officers served a search warrant at the home and seized 19 firearms, large amounts of ammunition, body armor, methamphetamine, fentanyl, heroin and cocaine, more than $10,000 in cash and a stolen vehicle.

Police said 761 grams of methamphetamine, 486 grams of fentanyl, 21 grams of heroin and 12 grams of cocaine were seized.

Officers also arrested four people on June 5: Tracie Harbison, 53, Michael Llanos, 43, and Kristi Collum, 46, all from Portland, and Zachary Smith, 33, from Gresham.

According to court documents, Harbison allegedly had been dealing drugs out of the home for years.

The investigation continued and on Dec. 20, law enforcement officials executed search warrants at numerous locations, including an apartment on Northeast 66th Avenue between Tillamook Street and Broadway, storage units nearby and a tiny home in the area of Southeast 30th Avenue and Steele Street. They seized 12 firearms, 584 grams of methamphetamine, a bag of unidentified white pills, a bag of unidentified white powder and two stolen vehicles.

Five people were arrested on Dec. 20: Tracie Harbison, again, along with her son, 26-year-old Chase Harbison, both from Portland. They are being held in the Multnomah County Detention Center on pending federal charges. Police said they found and rearrested Traci Harbison, who was out awaiting trail, riding in a Jeep Wrangler without plates. 

The other three people arrested were identified as William Tendell, 44, Ashley Kenney, 33, and Brandon O'Neil, 34, all from Portland.
