4 Portland police officers involved in deadly shooting found 'not criminal'

PORTLAND, Ore. — Four Portland police officers who shot and killed a man in May will not be criminally charged. The deadly shooting occurred after the officers attempted to serve a search warrant when the man killed began firing shots at the officers, Portland police said. 

Around 6:34 p.m. on May 6, the Portland Police Bureau's Special Emergency Reaction Team (SERT) attempted to serve a warrant at a home near Southeast 124th Avenue that was linked to an armed robbery earlier that day. 

While the warrant was being served, Richard Shawn Perez began firing shots at the officers, who returned fire, striking him. A SERT medic began life saving measures, but Perez died on scene. 

No officers were injured in the shooting. The four directly involved — Sebastian Precup, Dewey Madison, Justin Thurman and Jake Ramsey — were all placed on paid administrative leave, which is standard protocol. 

A grand jury returned a "not true bill" on Tuesday for the incident, the Multnomah County District Attorney's Office said. 

Two Portland residents were also arrested at the scene on charges of first-degree and second-degree robbery.
