PORTLAND, Ore. — A man was shot in the leg in Northeast Portland's Rose City Park neighborhood on Thursday night and another man was arrested for the shooting.

Portland police said officers responded to Northeast 61st Avenue and Thompson Street around 9:30 p.m. for a reported shooting. They found the victim with a T-shirt tied around his leg which neighbors applied to put pressure to the wound. Officers applied a tourniquet to control the bleeding until paramedics arrived to transport him to the hospital. The man is expected to survive.

Police said the shooter returned to the scene while they were investigating and surrendered. Lonne A. Woodlee, 42, was arrested and booked into the Multnomah County Detention Center. Woodlee faces charges of attempted murder in the second degree, assault in the first degree and unlawful use of a weapon.

Detectives from the Portland Police Bureau's Enhanced Community Safety Team are investigating the shooting.
