Man who shot, killed Hazelwood father in Portland sentenced

MULTNOMAH COUNTY, Ore. — A man arrested by Portland police in 2022 for fatally shooting another man in the Hazelwood neighborhood has been sentenced to 20 years in prison, according to the Multnomah County District Attorney's office.

On Nov. 13, 2022, around 1:30 a.m., Portland police responded to a call about a shooting outside an apartment complex near Southeast 122nd Avenue. At the scene they discovered a man, Brian Logan, who had been shot. The 52-year-old later died at the hospital. 

Police arrested 24-year-old Thomas N. Tibball of Portland in December. Surveillance footage showed Tibball before he walked out of frame, but the audio suggested that he confronted Logan outside of the complex as the other man walked past with his rolling luggage. He threatened Logan to keep walking, the DA's office said, or he would "pop" him on a count of three.

Tibball, according to the Multnomah County District Attorney's Office, counted "one" and shot Logan in the back. Tibball then raced to his girlfriend's apartment and was later seen leaving, wearing a different jacket. 

At the time, Tibball was on probation for one count of unlawful use of a weapon as well as identity theft.

Tibball had pleaded guilty to first-degree manslaughter and unlawful use of a weapon in November.

At the sentencing Tuesday, Logan's daughter appeared, saying she'd also lost a friend in the same year she lost her father. 

"These things cannot be taken back. ... I am almost 26 years old now, without a father or best friend in less than 10 months of each other. We deserve better. They deserved better. We need to do better," she said.
