Police say woman was drunk when she caused St. Johns crash that killed her 4-year-old

Angelina Minor, 27, was driving with three children and another adult in the car. Police suspect "extreme intoxication" and speed contributed to the deadly crash.

PORTLAND, Ore. — A Portland woman faces manslaughter charges after allegedly causing a crash while intoxicated Wednesday night that resulted in her 4-year-old son's death, according to the Portland Police Bureau.

In a statement, PPB said that 27-year-old Angelina L. Minor was behind the wheel of a black 2011 Hyundai Elantra sedan. Her son, 3-year-old daughter, an adult male passenger and his 4-year-old daughter were all in the car with her.

Prior to the crash that took her son's life, police said that Minor was involved in a fender bender at North Lombard Street and North Richmond Avenue in St. Johns with the driver of a red 2024 Scion XB. Minor didn't stop to exchange information after the crash, so the driver of the Scion followed her as she kept driving.

Not long after, Minor was driving eastbound on North Fessenden Street near North Oswego Avenue when she drove over the median divider and into the oncoming lane, police said. She kept driving against the flow of traffic until she crashed head on into a silver 2022 Tesla Model S.

Minor's 4-year-old son was seriously injured in the crash, and bystanders performed CPR on him until paramedics reached the scene. He later died of his injuries. The child has been identified as Kingston R. Coston by the Portland Police Bureau. 

Minor told medical personnel at the scene of the crash that she had drank "a little bit" of alcohol, then later said to an AMR employee that the amount had "been more than enough" and that she was driving more than 30 to 40 miles per hour during the crash, according to a court affidavit. 

At Legacy Emanuel Hospital, Minor's blood alcohol content was measured at .387%, more than four times the legal alcohol limit in Oregon. 

Minor, in a police interview at the hospital, stated she had "two or three" shots of Hornitos Silver tequila; a bottle was later seen inside the opened glovebox of the crashed car. An officer also observed Minor had "red, bloodshot and watery eyes" with "thick and slurred" speech.

Everyone else in the car, including Minor, was taken to the hospital with injuries that were not expected to be life-threatening. The driver of the Scion was unhurt, and the Tesla driver was injured but declined an ambulance.

Investigators found a car seat and two booster seats in the vehicle but are still working to find out if the children were properly restrained. However, they determined that "extreme intoxication" and speed were both significant factors in the crash.

Police booked Minor into Multnomah County jail on charges of first-degree manslaughter, third-degree assault, DUII, reckless driving, failure to perform the duties of a driver and three counts of recklessly endangering another person.

PPB said that the death of Minor's son marked the 17th traffic-related death in Portland since 2024 began, and the second death of a juvenile.

Minor appeared in court Friday. Her driving privileges had been suspended due to a DUII misdemeanor conviction in 2023, according to court documents. She had been previously charged in 2019 in Multnomah County, which was dismissed after she completed a DUII Diversion program.
